A surprise new tax treaty signed by France and Luxembourg is being hailed as the end of an era, at a stroke eliminating the tiny Duchy’s special status and allowing France to tax income from its real estate at domestic rates. Most hard hit will be foreign investment arrangements for French OPCI funds.
