Jérôme assiste imprese pubbliche e private in ogni questione attinente a contratti pubblici, agli appalti pubblici e, più in generale, al diritto pubblico, rappresentandole dinanzi la giurisdizione amministrativa. Presta regolarmente il proprio consiglio sulle problematiche in materia di diritto della concorrenza, di vendita di partecipazioni detenute dallo Stato francese e di privatizzazioni. Ha grande conoscenza dei settori regolati quali le telecomunicazioni e l’energia.
Nel campo dell’energia, Jérôme fornisce consulenza ad aziende ed enti pubblici da più di venticinque anni su progetti di produzione di energia elettrica (PPA e IPP), progetti di tipo agevolato (BOT e simili), in particolare in materia di energie rinnovabili.
Jérôme ha inoltre fornito consulenza a numerosi governi e imprese (in Francia, Europa, Africa e America Latina) su progetti di privatizzazione, trasferimento o concessione di beni pubblici, redazione di leggi e loro testi applicativi.
