In the current context of reform of the public sector and its relations with the private economy, Franklin capitalizes on its in-depth knowledge of this relationship in order to assist:

French public sector entities and local governments with the legal issues they face daily,

French and foreign private enterprises in their relations with the State and public entities,

States with respect to institutional and sector-specific reform projects.

In this respect, in addition to traditional public sector law issues (public procurement, public service delegations, local development projects, local cooperation, litigation etc.), Franklin has developed a specific expertise in the field of privatizations, regulated and controlled sectors (such as the energy, telecommunications, environment and real estate sectors), as well as competition law for public entities.

Franklin draws on its recognized experience in large projects and project finance, at both the international and the national levels, in particular in the field of energy (electricity and gas) and infrastructures, to assist institutions and local authorities, as well as private sector operators, in the public-private sector partnerships (PPP’s) recently set up in France.
